Lottery Funding. Unfortunately our application for grant aid under the Community Buildings Fund (CBF) was unsuccessful. This means the loss of the new build option that has been on the website but there are other sources of grant aid to re-develop the village hall (including different lottery options). These have a focus on social enterprise, renewable energy, sport and play. Keith is meeting with Torridge Voluntary Services at the beginning of August to discuss possibilities. At least now the delayed CBF decision has been made, our future strategy is clear and we can launch an appeal fund explaining to potential sponsors and supporters of how their money will be spent.
‘Plan B’. The ‘fall-back’ strategy, agreed by the Village Hall Committee in January 2007, is to activate ‘Plan B’. This comprises an extension to the west, containing new kitchen, toilets and shop, plus a small extension to the south, which widens the skittle alley and makes it more suitable for multi-uses such as craft displays, visitor information and meeting room. The skittle play position would be inset so that the new floor surface could be used. So the main objectives of the re-development proposals, as set out in the 2005 Parish Plan, can still be achieved. An amended planning permission will be required, but given that the new scheme is smaller than that approved by Torridge DC last year, there should be no major problems.
Building Layout. The plan ‘B’ scheme agreed in January reflected Ray Sabin’s 1999 design, with the addition of a widened skittle alley and re-roofing the whole building. Following the last committee meeting on 5 July 2007, the potential for a much cheaper steel frame building occupying the footprint of the Plan 'B' option has been investigated. A recent site meeting with a local builder who specialises in such structures has confirmed that it would still be more cost effective to demolish the existing building. He has kindly prepared an estimate to this end and even with the addition of items not included the likely budget total would be less than £250,000; it is thus much less than the £650,000 for the lottery bid scheme. The main differences are that this is basically a 'design and build' package based on a simpler construction over a slightly smaller footprint and re-using some of the internal furnishings such as the kitchen equipment and flooring.

External Works. Because the proposed building will be smaller than
the previous proposal, the parking to the front can be retained so that less
space for parking is needed on the west side. This frees that land for other
uses. The preferred option is to create a more contained and efficient car
park layout west of the enlarged hall based on existing levels with the new
mini-court tucked in the NW corner (see plan). The advantage of this layout
is that more greenspace is retained for other uses – marquee or overflow
parking – vehicular access to the lower level is possible and the outlook
from the building and terrace is more open. There would be a max. 2m high
retaining wall at the SW corner of the terrace around the extended hall and
disabled parking would be on the frontage where gradients are better. Construction
costs would be lower due to the reduced groundworks involved.
